When Karel De Gucht was appointed EU trade commissioner in 2010, he promised an approving European parliament that he would take a tougher line against China – and he has done so.
Under Mr De Gucht, Brussels has confronted Beijing over its hoarding of raw materials, threatened its access to government contracts and accused China of revving up its export machine by handing illegal subsidies to manufacturers.
Next up appeared to be the most high-profile action to date: an investigation into alleged dumping by China’s solar panel manufacturers after ailing EU rivals filed a complaint in July.
