I want to avoid a misstep in dealing with a foot fetishist

I have become convinced that a colleague from another department passes by my desk specifically to look at my feet. At first I laughed it off, but now I’m concerned. He keeps passing and keeps staring at my shoes – which range from demure to heels an inch short of killer. He has not actually done anything, so I don’t want to persecute someone without foundation. But is there an easy way of defusing the discomfort without causing offence? I want to put my foot down and stop him putting me off my work.
