Merseyside force says incident is not being treated as terrorism after Starmer describes scenes as ‘appalling’

Merseyside Police said a 53-year-old man has been arrested after a car collided with crowds at Liverpool Football Club’s Premier League victory parade, but are not treating the incident as terrorism.
