Brussels has rejected a Dutch request for special permission to spread thousands of tonnes of excess manure on farmland, deepening the country’s nitrogen crisis.
The European Commission has refused to grant the Netherlands a temporary exemption from rules limiting nitrate use despite the country’s large livestock sector, said two people familiar with the matter.
The full implementation of the proposal — likely to be approved by member states in coming weeks — could reignite protests by farmers that paralysed the country in 2022-23.
