”We will push forward the rural reform. We will continue to emancipate the mind,” the Party said in a communiqué issued on Sunday night in the name of the country's top leaders.

Communist policymakers, analysts and even President Hu Jintao had suggested in recent weeks that the Party would introduce new policies to allow peasant farmers to more easily transfer land-use contracts for their collectively owned farmland.

This would provide legal protection for farmers who want to lease or sell the right to farm their land and could make it easier for them to use land-use contracts as collateral for loans.
