China expressed regret and said it might appeal against a World Trade Organisation ruling that is expected to help transform the country's publishing and book retailing sectors.
The WTO ruling demands an end to state enterprise monopolies on the import and distribution of foreign-made books, films and digital video discs.
“China does not exclude the possibility of appealing on China's points of concern,” the Ministry of Commerce said.
