Five years ago, the then US deputy secretary of state Robert Zoellick urged China to become a “responsible stakeholder” in the international system.
When Barack Obama made his first visit to Beijing in November, he took the proposal a stage further, offering his hosts an unprecedented partnership. Few problems in the world, he argued, can be solved if the US and China is not in some sort of agreement.
“The United States welcomes China's efforts in playing a greater role on the world stage – a role in which a growing economy is joined by growing responsibilities,” said Mr Obama.
