Power cuts and lack of fuel hit New York

Transport problems, power cuts and a lack of fuel gripped New York yesterday – even as a limited subway service was restored and car pool curbs eased congestion in Manhattan.

Subway trains were running in Brooklyn, Queens, the Bronx and Manhattan north of 42nd Street but the lower part of the island remained powerless. Some tunnels under the Hudson and East rivers were still being drained after a 14ft storm surge on Monday.

Queues formed for buses taking commuters from Brooklyn to Manhattan. Police set up checkpoints at bridges to ensure cars had at least three passengers. Vehicles without that number were turned back. Taxis were exempted but many drivers had trouble finding petrol. One cabby in the financial district said he travelled 20 miles outside Manhattan to refuel.
