US duties fail to help domestic solar cell makers

When the US Department of Commerce was deciding last year whether to impose import duties on Chinese solar cells, both sides of the debate described the issue with Manichean clarity.

“A successful outcome will mean more jobs in the United States,” said the Coalition for American Solar Manufacturing, whose members wanted to keep out cheap imports.

Tariffs would mean “the loss of up to 60,000 US jobs by 2014”, said the Coalition for Affordable Solar Energy, which represented importers, installers and generators that benefited from those low-cost cells.
