The US and Russia laid out sharply different positions on the Syrian conflict yesterday as they began a two-day meeting on Moscow’s proposal to place Syria’s chemical weapons under international control.
John Kerry, US secretary of state, said the Obama administration had “high expectations for a diplomatic solution” but that “only the credible threat of force” had pushed Syria to consider giving up its weapons.
“Should diplomacy fail, force might be necessary,” he said. “There ought to be consequences if it does not take place.”
