In China, necessity is the mother of reform. Measures to rebalance the economy and fight corruption have been pursued because the risk of economic and political atrophy rose to unacceptable levels.

has not run up against necessity yet, it appears. It is undertaking an asset reshuffling that will bring no fundamental change; at best it is a tiny first step.
