In an interview, the US Treasury secretary said “for the first time you have seen an action that is systematic, that is getting at the root causes” of the financial crisis.
Mr Paulson said he would not claim that the action marked “an end to financial stress” and cautioned that the effects of the intervention would “clearly take time to work through”.
But he said, “I would be more optimistic.”
