What can I do about my lovesick boss’s strange behaviour?

The problem

I’m an analyst in an economics consultancy and my boss has had an affair with one of my colleagues, which I think is now over. I’ve recently seen him snooping around that colleague’s desk after hours. His “curiosity” is probably a symptom of his unhappiness, but I’m uncertain what to do about it. Never a good leader at the best of times, he is now unable to make decisions and the department is grinding to a halt. Do I talk to him, tell the colleague or tell HR?
